I kinda agree the layering of pieces seems a little over done in terms of denim, but if that the look he is going for then more power to him. Maybe substitute jeans with some khakis or moleskin cargos in the future, that could look pretty sweet....

The lace back is pretty common for work pants and naval pants from that era. Ive even seen carhartt chambray pants with a lace up back. Personally, im not sure I like how it looks though.

I wouldn't go so far as to call them "cargo pants". They look more like a cross between 20's Navy denim (wide leg w/lace up back) and WWII Marine Corps HBT pants (pockets anyway).
