Can you explain to me what's going on with the drive train? It looks like the rear derailleur is still there with the chain going through it, but the bike is set up single speed?

 

That's a chain tensioner, simply tensions the chain as it probably has a vertical dropout and the position of the tire is not easily changed to put the chain under tension. 

 

yeah, xdfjdkz is correct. its set up SS with a chain tensioner.
