I don't know about everyone else but after registration has opened up I'm getting pretty tired of deleting stupid comments, posts, and threads as well as seeing all the new members who contribute absolutely ZERO.

Maybe the best way would be to make it invite only as someone has suggested before.

This place just aint as fun with all the crap.

Maybe you could do invite only for accounts that have access to all forums, but have regular registration that gives access to the supermarket. You could argue that people could instead just put stuff up on ebay, but I think that buying in selling in the market is a type of contribution, and after someone has proved competent in trading they could be upgraded to a provisional account to the other discussion forums.

invites - based on rep points sounds a decent idea although 1/1000 seems too high - i would say 2 every 500 rep or somehting. but th i woul be happy with just clsing teh fucking gates and disabling everyone except dark with more than 100 negative or with under 50 posts and soely neg rep or something.
