its usually free when you buy from the department stores but you can also bring items in and just pay extra for alterations. i believe hyundai in samsung-dong does a decent job. other options include going by ewha university - you'll see a row of places that does alterations for real cheap as well.

homie - you must be really new to seoul. not sure which exit but just walks towards the university and you'll see tons of shops lining the streets the front entrance.

and its just a simple hem job - anyone can do it.
