Was always told NEVER to button the lower button, or risk looking like a know-nothing plebe. The bottom button is kept open for ease of motion, sitting and standing, as well as plain old tradition.

There are some pretty well-known pictures of Cary Grant wearing a jacket buttoned all the way. Sartorial rules are meant to be broken, although knowing them beforehand ensures you're not all over the place.

Also depends on the jacket. Most suit jackets these days aren't really meant to be buttoned at the bottom since it has been so ingrained not to button that bottom button the past 70 years and keeping that bottom button increases ease of movement. I've seen some recent jackets made to button the bottom. I think the current jil sander fall collection has some suit jackets like that.
