Traps, the trapezius muscle that runs along the base of your neck and your back. Most visible as the muscle between your shoulders and your neck.

Shrugs are just like they sound. When you shrug your shoulders up, you work your traps. By doing heavy weighted shrugs, you can get bigger traps, therefore giving the illusion of having a shorter neck.
