give a call to the phone carrier and explain them the situation. they'll either tell you that this phone number doesn't belong to them and you'll have to call another carrier, or they'll be kind with you and give you what you need. but i think that they'll ask for a police report or something like that to give you informations about the number. i think they can also blacklist it so you don't get harassed anymore.

This is the shit people use for doing a pompadour, definitely work for slicked back styles too. Be warned, it takes forever to wash out and will make your pillows/sheets greasy.
