My bro and I launched our own t-shirt line two years ago while freshman in college (www.rocknclothing.com). You can easily do it with a couple grand, you just have to make sure that you have the determiantion and the time.

Anyone with a sharpie and a white hanes t-shirt can call themselves a clothing designer. Find a way to stand out and be unique. There are 10,000's of t-shirt companies, find a reason that a store buyer would want your stuff and you can do this through detail, branding, printing techniques, your logo, etc.

Get some designs down on paper, see what peoples reactions are and then get some printed up. Your few grand will go a far way if you bootstrap the company.
