What maker/where is this coat?

I've been trying to find this for a while. It was listed in another thread as having been sold on a Yahoo! Japan auction...

or just make your own like i did. i had no idea a jacket like this one existed. But i also hate the other side buttons of peacoats, so i bought this h&m one a while back and cut the buttons off.

Someone at SF discovered that it was an Oliver Spencer.

Looks like that might be correct, but I can't quite tell.

It looks more like #9 to me with the vertical pocket openings and hip length body. I also think it's possible that the pictured jacket may be a replica of this Oliver Spencer with some creative liberties taken with the design. Notice the epaulets and the quarter panel below the left shoulder.
