a minority (in racial terms) is a person who is in the racial minority of their population. Clopek is saying since you are half-japanese in Japan, you are not a minority, since the majority of people in japan are also japanese

perhaps a difference should be pointed out between being "ethnic," being a "minority," or being "nonwhite."

its also possible that in the first regard, jmatsu is a minority in that a majority of people living in japan are full-blooded japanese, whereas a smaller population of people living in japan are half-japanese.
