I highly doubt they've stretched to 35.4". The waist band shows no signs of stress/stretch at all.

well i don't know what's wrong with my measuring methods. but it doesn't matter. if you wash it, it's shrinking back to normal size.

i remeasured them and i think the waist when laid flat is 16,9 inches.... so they stretched like every jean stretches, but not too much.
