I'm a big fan of the HK neo-noirs. Some great mid-to-late 90's Johnnie To films are The Longest Nite, Beyond Hypothermia, Expect the Unexpected, and A Hero Never Dies. His newer stuff like PTU and the Election films are great as well. Derek Yee's One Night in Mongkok is excellent as well.

nothing made by cohen bros counts. they suck out any human qualities out of their characters.

isnt dehumanizing people actually a noir device? not tha ti agree with you that the coens dont give their characters depth, but kind of simplifying a character into an architype or a one dimensional abstraction is kind of exactly what classic noir did.
