Maybe Shimokitazawa (spelling?) would be to your liking? Lots of small shops that sell various accessories/ kitch stuff. I also remeber that there were a big building that had some kind of "rent-a-box" system where designers/artists/small clothing labels could rent shelf space and sell their products. Pretty nice place. If I remember correctly it was close to village vanguard (at least that's how it's pronounced no idea about the spelling) and there was a pretty good record shop right across the street, there was a train crossing right after that building. Wasn't really hard to find.

kitchiyoji (Spelling..?) also have a lot of small accessorie shops. But not as "arty" as Shimokita.

I don't recommend Kichiyoji. A lot of the shops there can be found in SHibuya / Harajuku without having to take the Chiou line way out to get there... Daikanyama and Aoyama are sure fire places to start.
