is japanese XXL the same as US XL?

I know for iron heart riders jacket, sized as 38, 40, etc

japanese sites listed 38 as medium, 40 as large

and self edge listed 38 as small, 40 as medium

also: this should probably be in superdenim, or at least small questions thread
