I measured my Vans which are US10, and the out sole measures to be

11 1/4.

You said the stains are inside right? So I wouldn't really mind.

the htc officer boots are a tagged 41, but fits way bigger

they are slightly big (but still manageable) for me, i wear a size 9 in vans/converse, and 42 in CP's and 9.5 in nikes

i would say its a good fit for a size 9-10 US shoe sized person.
