I dont think 38 is supposed to be a medium, more like a small.

I'm a medium most of the time and I'd say this is a very slim medium. It's a little too slim for my taste but it's wearable (otherwise I wouldn' have worn it) if you really like a rather slim fit. The measurements are pretty accurate though. Hope that helps.
