The cut is graded on the grade report. here is a sample

Does shopping at Cartier or Tiffany or another branded high end jeweller ensure some greater assurance of quality even at their lower price points? I hope this doesn't come across as entirely naive, but I'm curious as I haven't dealt with anything but the branded stores.

At Tiffany's, they are very picky about cut and clarity, and you will find very few if any inclusions. They are more about the quality of the stone, than the size of the rock. I was very happy with my purchase of an Engagement Ring (Etoile). I picked up Platinum bands there as well, but you can probably get those anywhere, and the price seems to be consistent..

So, yeah, Serge is right, you'll pay a lot, but you have to be careful and do your research if buying from lower grade sellers.

Serge & Minimal, thank you for your input! I think I'm burn out on consumer homework. Luckily (though unfortunate for my meger savings), I'm certain Ms. Gus wants to see a red Cartier box. It's a toss up between a ridiculously priced ring and a proposal in Paris with a bread tie. Amazingly, both of these are equally appealing!
