expatriate settlements

does anyone know of any current expatriate settlements that are worth looking into? or perhaps cities that are well known for their resident expatriate population?

a professor of mine teaching plant science in england told me of one he knows of in spain not far from where he conducts research. he claimed it was a hitchhike or five from malaga, spain and described it as quite the place. i remember him saying its the type of place where pretty much anything goes and the psychedelics drugs flock like the salmon of Capistrano.

anything going on today like say maybe that which went on pre-WWI what with hemingway, joyce, fitzgerald, eliot etc... all descending upon paris or is that the type of thing i'm not supposed to know about while its going on but only read about years later?..
