It is or was a group of like-minded people who are/were into the same music, shared a certain sense of style, etc. Like members of a college basketball team (or a fraternity) the core members had their IST varsity jackets embroidered with their names. Even though the jackets were also sold through regular retail outlets it was more about getting them as a member (in theh best case from Shawn Stüssy personally) than just going to the store and buying one. Stüssy is still producing these jackets - and they still do the embroideries. In general Stüssy is a lifestyle. If you wear the brand you are part of the tribe. Some of the original members are still active in this culture (Hiroshi Fujiwara, Jules Gayton, Michael Kopelman, etc.) while many have just moved on (and sold their varsity jackets!). The Stüssy Tribe does throw parties now and then, too (World Tour...).

Too many people talk too much about too many things they know too little about.

Al is rocking a Major Force hoodie...damn.
