It's not exactly 1/100th, but roughly around that yea, and I believe neg is actually more like 1/3th pos.

I just checked and it has indeed nothing to do with any other factors, it's just a certain amount you can give, and this increases or decreases as you yourself get more or less of the green... We also checked this a litle while ago, I believe it was in confessional.

And I can add/subtract far more than just one block, heh heh...
