Men's Non-No Translation Help

A guy I know had his photo taken for Men's Non-No (although he hadn't seen it until I showed him!). He'd really like to know what the comments next to him say so if any Japanese speakers/readers could translate I'd be grateful:

The uniform-ness of navy jacket, graphics on the parka (hoodie?), and the punk-ish hairstyle...it (the outfit) has a certain air about it.

it's off what someone said verbally so it doesn't really translate that wel,l besides the way those japanese mags write shit, they make people sound like snobbish retards when the actual person didn't even say/mean it....
