Local Bleaching

i just ordered a number (n)ine sweater/longsleeve t off of cliffedge. they didnt have white collars and cuffs in stock so i went with beige, which doesnt match anything except my vans. my question is; how could i locally bleach the collar and wrists? could i? or is it impossible to fully beach out or redye that kind of thing

and beige is, almost by definition, a neutral color -- why are you having trouble pairing it with the rest of your outfit?
