I'd echo Iambic Pentameter's comment that you're more likely to find what you need if you look for someone who specializes in development rather than design.

If you haven't already, you might want to post this on the web / HTML / info design jobs section of Craigslist SF. You'll catch a much wider audience, they'll most likely be located locally (I wouldn't recommend hiring someone that it would be difficult to meet in person at least once) and I imagine there are a lot of skilled developers interested in freelance in SF.
