Where about in the world are you? I’ve seen loads of these hanging about in Camden and places like that here in London, I think joebrowns.co.uk do something very similar - but I haven't checked out the new stuff yet. Its not really in keeping with current womenswear trends so I doubt you would be able to find it with ease on the high street - unless its an alternative market place like Camden.

Try looking for 'Alternative / Goth' (I hate using that terminology but I'm sure you know what I mean) clothing sites... I would say that’s probably your best bet...

the first thing i thought when i saw that picture-- do it yourself. i suppose it just does depend on where you are from.. different stores, different places, etc.
