It's not. I actually read about this research project being done at Tokyo University. It's a projection system that uses a camera to record the field of view behind the wearer and then superimpose the image unto the wearer's cloak. The cloak itself isn't what's technically amazing about the project but rather the camera/projection system the system uses.
