What are these?

Lately i've been seeing kids wearing these clam-digger or pedal pusher cut pants that end mid-calf. They look pretty funky. The thing that makes them look different though is they are pretty baggy in the thigh and come to a nice taper in the leg. The material looks to be a thick cotton or wool, and the leg opening has a small unclean fringe, like what fabric softener does to holes in jeans. I've seen them in dark blue and light green.

Anyone have an idea what they are? They almost look like something a fisherman would wear...

Sound like cut-off "dress" pants, kind of Johnny Knoxville esque.
