LA Shopping

I'm new to LA. I'm looking for some places to go shopping, half for fun, and half because I need some new shirts. I'm 20, and on a pretty tight budget. I went around today to a few vintage stores and boutiques, but the vintage stores were too.... hipster... for me, and the boutiques were far too expensive. My budget is less than $35 for T-shirts, less than $60 for button downs, and less than $200 for a nice pair of boots. I'd prefer to find things with deep discounts because it makes me feel warm and fuzzy inside. Any recommendations?

Yeah outlets. Or wait for sample sales. Flea markets might have some good stuff too.
