Hemming after full shrinkage

Several months back I think it was suggested to hem your raw jeans after you completely shrink them but why? I also read the twisting and wrinkling at the bottom comes after washing so wouldn't it be ideal to hem them first so it will twist after washing them? If you were to wash them first and then hem, the bottom wouldn't come out with the twist and wrinkle.

I recommend shrinking them before hemming. There is no guarantee how much they will shrink.

Once fully shrunk... hem them with cotton thread, try to get chain stitching. The cotton thread will shrink when wet... producing the rope effects in the hem.

The correct length is more important than ropeing in the cuffs.
