Yes they are womens. really just skinny jeans though

the inseam is 32"

I'm not sure how to measure the waist or width?

Close the top button, lay the jeans flat and measure the waist straight across. This will be an unaligned measurement.

As for hem width, lay it flat and measure hem straight across.

Just to give u some feedback (and a free bump), I don't know where you measured the thigh, but if you did so right below the crotch (AT the crotch much rather), then it's extremely tight. 9" is 22.9cm, which does not fit a lot of men. I for one wear DH jeans sz28/27 and the thigh there measures about 10-10.5" which is pretty tight.

I wear a 28 in Dior and they fit fine, maybe I measured wrong
