Can these APCs still turn out good?

I got these new standards for like $70 on ebay, they've been hemmed to 28 length(I'm small,5'7, i can manage, I just can't cuff=(.. also I was just planning to sag with em anyways. They've been washed once supposedly but they're not real stiff now. I'm starching the knees and crotch areas up to see if I can get it stiffer again to get creases...will this work? Also, do you think they can still turn out nice after already being washed once? Here's pics of em...the color in person is comparable to some STFs I have that have been soaked once just to get them to shrink.

They look good, the length is fine. If you are worried then just keep starching, it can't hurt. Just dont ever put it in the dryer

No need to starch really. A one wash pair of jeans will fade well with time. Try to delay the second wash for as long as possible for maximum impact, or before that bacteria colony decides to conquer your other garments too.
