Waist is 15inches across, hem is 8.5, and inseam is 29(they have a 12 inch rise as well as a little more than 2 inches to let out.) I'm a 26 and they're a little big on me in the waist and I'm too short for them too look how I want.

Size 26 is what I take in jeans. 15 inches falls a little below my hips. It all depends where they're supposed to fall, and these would be right where they're supposed to be on someone who takes a size 28 in jeans.

PS:pants would work a size 30 as well.
