The waist (measured across the back) is 16.5 inches, but I have not soaked, so probably after a soak, they'd probably get down close to 32.

Yeah I'd say size down 2 to be safe, size down 3 if you're adventurous.

front rise is 9.5" hem is 7" (sorry I dont have cm on this tape measure I'm using).
