help me put something together for an evening semiformal

So far, I've got two things down. A jacket and a pair of trousers.

In black with satin lapels that are a few inches longer and a pair of black trousers. I figured I would wear just a plain white button down with a skinny tie to match the somewhat skinny lapels.

however, I've decided that that combination may be just a tad too two toned and boring for a semiformal event in NYC.

So, help me sparkle it up a bit. I'm still looking for some shoes, and now a shirt and tie combination that works well with a black suit. Thanks for any input.

P.S. Budget is low. Reaaaal low. Think high school student low.
