Yes, it's a bit non-committal; it's not really a shawl, not really a stand collar. It probably is best worn popped up as a stand collar to keep one's neck shielded from wind, but it's too short to really do that well:

It's pretty frowned-upon to carry a manpurse in most places in the US, hence all the key clips. Myself, thankfully being in a pro-manpurse country, I don't carry so much on me though I do have a Smoky Sumi fishhook key clip that I use when I step out without a bag. That's mainly because it takes two large keys to get into my house and they're not especially pocketable without a bag/jacket/coat.

That’s one thing that gets me now after living here and seeing how almost every store has a roll-down metal shutter at the entrance to prevent theft, even if they’re a bit ugly. It’s hard to imagine opening a store where someone could just smash a window and get in.

I see that Trophy compromised and put the shutter inside the store (?):
