You seriously have to consider Moscow. The city presently has the best party climate in all of Europe and there are an abundance of venues and parties to go to. Was there around Christmas & New Year and had a blast. Downside: expensive air tickets and you kinda need a local friend to avoid the language barrier and help you out with other obstacles. But other than that...go!

But next to being touristy, dirty and, most unfortunately, boasting a lot of drunk Brits it's the only spot in the Low Countries with a true urban flavour (if you know what I mean).
