The problem probably isn't your CPU / memory; the above should be better than capable of running CS:S. The issue might be video capability (whether onboard or by video card) vs. video settings; toning down the high demand video settings might help.
Secondly, often systems from resellers like Dell, Acer, Asus, etc. come with a handful of utilities running in the background that are unnecessary for normal computer usage and often these hog CPU and memory capacity, review and uninstall what you think would be ok to lose.
Finally, review your task manager and sort by cpu usage and memory usage. Some apps (ie. firefox, anything using adobe air) just drain resources. End these (non-vital) processes before playing.

Does anyone listen to the Monocle Weekly podcast? I think that it typically provides decent content and often an equally interesting perspective into the development of the magazine and the lifestyles of Monocle editors.
Interestingly, if I remember correctly, in one podcast, I believe Brule et al mentioned that the magazine wasn't yet profitable which, after 3 years, I thought was surprising.

I see. I'll mos def check out Anthem. Is The Fountainhead any good?
I'm currently about halfway through The Fountainhead and I'm really liking it. I've not read any Ayn Rand previously and am tackling it because it was recommended by a pretty girl who claimed it was one of her favorite books. I believe it's worth checking out.

I regularly search for '2008' on private music-centric torrent trackers and download stuff that has been leeched more than 50 times. It's relatively hit or miss and requires a little work but finding hidden gems is always nice.
It's also worthwhile to check out http://www.muxtape.com.
