UPDATE :

I escalated my case with Paypal to a claim, was told by the Paypal service rep that the seller has 11 days to respond to the claim. If there is no response the funds will be released back to the buyer, automatically.

In the instance a tracking number is provided they will track to see if the tracking number is actually valid and the package is delivered.

File your disputes and escalate to a claim would be my advice.

He was in contact with me 11/21 after I sent my payment, odd considering that he said he is abroad and can't contact you and that was two weeks ago.

I regularly receive things from Singapore, Taiwan, Shangai and Australia and it never takes a month. 4 people same problem pretty big coincidence. I went ahead and filed a complaint, if nothing else it will push him to respond.

Yep I think we've all been ripped off.
