Partial Shrinking

If I want to shrink only the waist band of an unsanforized denim, and I put only the waist band in contact with water, will it work, or will the rest of the jeans shrink too (will the water go to the rest of the jeans even though they aren't in direct contact with it) ?

capillary forces will cause the water to move to other areas of the jeans.. My advice would be to just put the top of the waistband in a bucket of water, with the jeans hanging upsidedown above it. Capillary force will pull the water a couple inches up the jeans, though gravity should minimize it. Let them soak for a while like that, maybe that will work?
