question about selling tees to other businesses

I guess i'm wondering if there's some sorta formula for selling wholesale to businesses, especially if they're overseas. i'm sure it's common knowledge to sell at cost if you're in the US, but do clothing companies generally charge more to customers in the UK and Japan? the mark-up on clothing overseas is usually double the retail value of items in the US, so what's the deal? do overseas customers still pay cost or are they charged slightly more because they're mark-up is more? I know they have to pay duties/taxes/tariffs or whatever but i'm kind of in the dark on this. can any of you business savvy individuals enlighten me?

if they move, kill 'em.
