I think they might be a bit small, after soaking that is. It will be mostly the waist that is tight, I imagine the thighs and legs are going to be loose still.

I've got a true 33" waist and size 29 is slim on me, but not too tight, so these should be good for a 30-31 waist, they stretch out a lot in the waist
