I'd say it's definitely worth a watch just due to the production history, but yeah it's not great. Lohan is good tho.

Yeah, haha. The promise I see in it is that it's so melodramatic and bad that it's funny since you know that he's sort of looking to screw with you (as the viewer). Probably until Casualties of War though, De Palma's stuff is really great, particularly if you see and enjoy the (dark) humor in it.
