Just want to preface any advice we give as not legal advice—we are just guys on the internet. As importer you're liable for all the duties and fees at the end of the day. With regard to the HS codes given, you guys have to make sure that the items described fit the definition of recreational performance outerwear: (5 of the following)

Insulation for cold weather protection;
 pockets, at least one of which has a zippered, hook and loop, or other type of closure;
 elastic, draw cord or other means of tightening around the waist or leg hems, including hidden leg sleeves with a means of tightening at the ankle for trousers and tightening around the waist or bottom hem for jackets;
 venting, not including grommet(s);
 articulated elbows or knees;
 reinforcement in one of the following areas: the elbows, shoulders, seat, knees, ankles or cuffs;
 weatherproof closure at the waist or front;
 multi-adjustable hood or adjustable collar;
 adjustable powder skirt, inner protective skirt or adjustable inner protective cuff at sleeve hem;
 construction at the arm gusset that utilizes fabric, design or patterning to allow radial arm movement; or
 odor control technology.


These HS codes aren't fungible for other jackets unless they contain a very specific set of features or materials. For example, woven garments are handled under different codes than non-woven garments (looking at you J63-PB and SXX-C/BR/AK) as are woolen or down garments. Additionally, it's imperative that you try and change the codes while in transit otherwise you may be forced to contest the tariffs after the fact. At that point, where you have to open a dispute and ask for overpaid amounts from the United States Government, it's better to just pay the amounts rather than petition for refund.(I've got some money back but it took forever.)

While I talk a lot of shit, the specification sheets are quite useful with regard to material information and describing the garments so as to qualify them for the particular codes.
