Or get a piece of chalk and draw your perfect fit against the outline of the jacket and then just use a stencil cutter and trim away. Should fit like a glove after that.

Yes definitely and if it shrinks too much just seal one sleeve and then blow into the other sleeve and it should get a little bigger.
